TITLE
Fire at Coating plant
COUNTRY OF ORIGIN

WHAT HAPPENED

A serious fire occurred recently at a Coating Plant. Fortunately this event caused no harm to any personnel but did cause significant damage to the plant.

This safety Alert details the key learning points from this event and the steps that should be taken to ensure the risk of such an event is minimised.

LEARNING POINTS / ACTIONS TAKEN

As a minimum requirement the area around the burner should be visible to the plant operator from his normal working position. This should be by direct line of sight, or preferably via a permanent CCTV display.

Carry out a review of fire extinguisher provision. The location and number of extinguishers should also be reviewed with specific reference to a fire in the area surrounding the burner.

Carry out a risk assessment to determine if an automatic detection and suppression system is required.

Review pipework and fittings in the burner system and replace or cover any plastic parts with non-flammable / non-meltable items.

The fitting and maintenance of the fuseable link system is an essential safety device on all plants unless an alternative automatic cut off device is fitted. Cut-offs should be fitted to all fuel lines feeding into the burner.

Plant pre-start and shut-down procedures must be amended to include a visual check of fuel lines around the burner area to look for evidence of leaks etc.

Review storage, size and location of propane cylinders.

Review your site emergency plan. Consider how the current plan would work in the event of a fire around the coating plant area. Amend the plan as necessary. Pay particular attention to how the plan would work if an emergency occurred outside of normal office hours.
